The Warsaw Council has decided that on the Vistula boulevards and sand areas close to the national stadium (PGE Narodowy) is now to be an alcohol free zone by law. Punishments (financial penalties and possibility more for repeat offenders) are there to deter people who gathering in groups on the Vistula during the epidemic – the city claims.
On Wednesday, a social media post was going viral of people who were carelessly drink alcohol on the river in large groups, but the government is calling for people at stay at home.
Jestem przekonany, że władze będą musiały wprowadzić stan wyjątkowy albo obowiązkową ogólnokrajową kwarantannę dla…
“I am convinced that the authorities will have to introduce a state of emergency or mandatory nationwide quarantine for everyone. Today on the Vistula … It is incredible how many groups I saw especially young people who are not aware of the seriousness of the situation or are ignorant to the problem” – Mariusz Szczygieł wrote on social media, a well-known journalist and writer.
As proof, he uploaded several photos showing young people with beer or high-alcohol spirits to hand. He reminded that in Italy that recently the youth became the carriers of the virus, helping the Coronavirus disease (COVID-19) spread rapdily because they met in clubs and large events.
“Now there are police patrols in Italian cities, and everyone must prove the reason for leaving the house, and you can only go to the store and the pharmacy. I left the river at 4.30pm and there were lots of young people coming there. Specialists’ recommendations are clear: walk alone or with a dog” – Mariusz Szczygieł added.
The state of emergency has not been introduced yet, but the city councilors decided that people who come to the Vistula in large numbers will asked to split up and leave or face a punishment. They decided that you can’t drink alcohol on the Vistula again. The Warsaw Vice President Robert Soszyński, justifying the draft resolution, reminded that the boulevards on the Vistula and beaches on the Prague side have so far been exempted from the ban on drinking alcohol. The Council of Warsaw adopted a resolution on this matter in 2018. Soszyński explained at the same time that the prohibition that introduced his draft resolution was to “reduce the tendency – especially of young people – to gather in large groups in these places” during the epidemic, as it could help in the spread of the coronavirus.
The councilors were unanimous. The ban on drinking alcohol in public places is temporary.
The ban on drinking alcohol on the Vistula boulevards, among others, is a signal that we should not behave as we once did and gather in groupssaid President of Warsaw Rafał Trzaskowski
We mean to limit meetings and not to gather even in smaller groups. It is different to go with the family for a walk, and it is different to gather in a larger group, whether on the boulevards or Pole Mokotowskie – added Trzaskowski.
He appealed to residents to comply with the authorities’ recommendations.
More city guards on the Vistula
During the discussion, PiS councilman Błażej Poboża appealed to the Warsaw authorities to send more city guard patrols to the boulevards and beaches, because there are a lot of people gathering there, which carries an spreading of the virus. Sławomir Smyk, spokesman for the city guard ensures that the officers constantly keep an eye on the boulevards , at the same time says: – In connection with the resolution of councilors, the city guard commander decided to increase the number of city guards performing a patrol in the area of the Vistula Boulevards.
Sławomir Smyk states that city guards, when monitoring the CCTV, counted the people that were attending the area on Wednesday and those that were in groups. The numbers did not exceed 50 people, so they could do nothing.
“The guards did approached some large groups and reminded them of the future threat and change in law” he points out. Now people who are on the Vistula with alcohol will be able to be fined – 100 PLN
The capital’s police also announce its activities on the Vistula. – The fact that police officers carry out inspections of already four thousand people quarantined in the capital garrison does not mean that we stopped implementing other activities, therefore, it should be expected that inspections of police officers, among others in terms of alcohol consumption, will also be conducted on the Vistula – says Sylwester Marczak , spokesman for the capital Police force.
Sunny and warm days – especially Sunday and Wednesday – Warsaw inhabitants gathered in large crowds at Pole Mokotowskie, in the Skaryszewski Park. Barbecue grilling in the Kabacki and Młociński Forest also took place the police reported. The behavior of parents was particularly disturbing, as they allowed children to play in groups in playgrounds.
Residents of local apartment buildings at ul. Wioślarska complained about the inappropriate behavior of people gathering on the Vistula. The building developers stood up for tenants and appealed to the court for a resolution of councilors to apply the drinking ban yet again. The trial it currently ongoing:
