Legal zones for drinking alcohol in Ursynów, after moths of consideration and debate have been scrapped and the idea remove. The district office informed that due to the strong opposition of various institutions, drinking “under the cloud” will not be allowed in the district.
Alcohol in the open air
At the beginning of 2018, amendments to the Act on Upbringing in Sobriety and Counteracting Alcoholism ( Ustawie o wychowaniu w trzeźwości i przeciwdziałaniu alkoholizmowi) entered into force. It speaks of a ban on the consumption of alcoholic beverages in public places such as parks and other green areas. However, local governments may detract from the general ban on alcohol consumption if this does not endanger public safety. Ursynów authorities then asked the residents of the district what they thought about the idea of creating such zones. Over 80% of people declared that they would like such a place to be created in their district.
In June 2018, residents were asked to express their opinion on whether they were in favor of creating a place / places where it would be possible to drink alcohol “in the open air”. The poll was answered by 1936 people (1615 via the Internet, 321 on paper). The majority – 83.4% of the participants in our survey were in favor of creating such a zone (zones), while 16.6% were opposed.
The services do not want such zones
The board also asked for opinions of services, including Ursynów Commander of the Police Station, Head of the II OT City Guard, Directors of the Culture Park in Powsin, City Forests and the Green Board of the Capital City of Warsaw Warsaw, the Management Boards of SM Wyżyny and SM “Koński Jar – Nutki”, Delegation of the Office of Civil and Civil Affairs, Departments of Environmental Protection, Education and Architecture, Architecture and Construction. Only the City Forests recognized that “the creation of such a zone is possible on the viewing areas in the Kabacki Forest.
Everyone else thought that such zones would have “a negative impact on the proper shaping of social policy on counteracting alcoholism, as well as public safety and order”, they would meet with the “negative opinion of residents” because it is “one of the most frequently reported problems during local meetings scale of the whole district. ” It was also stated that “this will cause a significant increase in the amount of waste” and may “negatively affect the image of the District and result in a reduction in the level of security in the parks
District authorities: We will do nothing more
Accordingly, the Management Board of the Ursynów District of the Capital City of Warsaw has decided not to take any action to create in the district areas of alcohol consumption “in the open air”. Everything remains unchanged – In Ursynów, drinking alcohol is prohibited in public places.
