Warsaw has made changes to the price list on garbage collection. The average fee for a Varsovian will increase from PLN 9.5 to PLN 38 and will not be related to the size of the item(s) – councilors decided on December 12, 2019. Residents of the capital will pay a flat-rate amount of PLN 65 per month for an apartment and PLN 94 for a single-family house.
Drastic increases for garbage collection
In 2020, the capital will have to allocate PLN 925 million for waste management. Compared to 2016, this amount increased by 300 percent. (from PLN 323 million). The average fee per inhabitant will increase from PLN 9.5 to PLN 38 and will not be related to the area.
We were forced to do so by new provisions passed in parliament. And not only us – Warsaw, but all local governments in Poland. Together with other local government officials we have alerted what the consequences of ill-considered government decisions will be on us all.said Rafał Trzaskowski, president of Warsaw.

Warsaw introduces flat-rate fees
In 2020, there will be no connection of fees with the area. At the Thursday session of the City Council a different proposal was adopted – a flat-rate fee. – This method is recommended by advisers who cooperated in the proposed resolution. It is not a perfect solution or absolutely better than the other methods – and therefore it will be a temporary solution – informs the town hall.
Fees based on water consumption
The system in which fees for waste will depend on the consumption of water seems to be the most understandable, because it blindly connects the fee to a person living in a particular premises. The implementation of such a settlement system requires much more time and preparation than the Sejm gave to introduce changes to the resolution. – In the coming months, we will provide councilors and residents of Warsaw with analyzes showing how the water consumption method can be implemented – said Michał Olszewski, vice president of the Capital City of Warsaw. Warsaw.
How much will we pay for collecting rubbish?
As the city hall informs, the new rates will apply from February 2020 at the earliest. The city introduces the obligation of selective waste collection. – The result of not complying with this obligation will be the need to pay twice the basic rate (the maximum rate allowed in the act is four times) – we read in the information from the town hall. What does the price list for 2020 look like?
- multi-family real estate – PLN 65 per month,
- single-family and residential properties – PLN 94 per month,
- recreation and leisure properties will be covered by a fixed annual flat fee – 169.3 PLN, hotels – 11.85 PLN / m3 water,
- mixed housing (e.g. a hair salon in a townhouse) – the product of the usable area and the rate of 1.35 PLN / m2.
The city will help
People in financial difficulties will be provided with support from the city. The capital introduces so-called shielding support – 50% co-financing for bills of the waste fee . People who are over 65 years of age and people with disabilities , households with only a disability pension or old-age pension, receive income per month in the amount not exceeding PLN 1,752.50 net of tax and who do not qualify for housing allowance. According to the town hall, 7500+ households will need support.
